Need help troubleshooting a k7S5A/Athlon 1.4 install ASAP (for my father)

My father is attempting to put together an ECS K7S5A/Athlon 1.4 combo, but it having some trouble. He lives 250 miles from me, so I'm doing all my troubleshooting over the phone. He's using a case with a 300W AMD approved PS.

The problem is, the damn thing won't even turn on. Presses the power switch and absolutely nothing happens. I had him check the PS power switch, the voltage setting, the power cable, the motherboard power connector, the power switch connector, but nothing seems to work. Has anyone had a similar problem with this combo? Does anyone have any ideas on what else I can check?

Is there a way to test the PS, to see if it's even turning on?

Is there a downloadable manual for the ECS mobo? I looked at ECS's site, but could only find a two-page .pdf file.

I'm really at a loss here and could use some help. Any ideas?
 
I'm running a 1.4 and a k7s5a right now. It DID pull the no boot at first start up. but I just hit restart and it worked fine ever since. have him try a PCI video card. and maybe a different PS if he has one. I would say your best bet is to go to the motherboard forum and post on the Official ECS thread. theres dozens of people there trouble shooting rigs.
 
Okay, got it figured out. For some reason, the board came from the factory with the clear-CMOS jumper set to "clear'. Set it back, and it booted right up...
