need help to build a new system

need to build a system, budget - $600-650
What i need:
cpu
mobo
video card with tv tuner
1gb of memory
dvd-rw
monitor (flat screen)
case with power supply
harddrive (60-100 gb)
the system is for programming, internet, video recording and editing, no games.
WinXP pro
(and vista compatible if possible)
