Need HELP! ti4200 video problems

Here's what I've got:

P4 2.6
512DDR Kingston Value Ram
PNY GF4 TI4200 128MB 8X (From Hot Deals (128 cards in 64mb boxes)
SB Audigy
30gb IBM Deskstar
80gb Western Digital
DVD
CDRW
Winfast PVR

Here's the problem:

Whenever I'm using the internet and scrolling through a webpage, flourescent pixels will show up making it difficult to view the webpage. The same thing occurs when I drag a window around (I've got 2 CRTs). Hasn't always happened, but I can't narrow it down to a specific instance.

I have no way of posting a link of a pic (screenshot), but will gladly email the pic to anyone willing to throw out a helping hand.

Here's what I've tried:

- Different nvidia drivers
- Different operating systems (XP - 2000)
- Different hard drives (just in case the IBM was going bad)
- Checked fan and mem heatsink on video card, everything perfect

Any ideas and input is greatly appreciated.

anyways, try lowering the memory / core speeds (you will need the coolbits driver upgrade)

should put less stress on the core/memory, if they are getting flaky about working

i'd take a piece of cloth or tissue and rub it gently. sometimes my sound card has this problem where i have to rub it to get it to work. you can try that.
 
that is the correct stock setting -- lower it to 200/400 or even lower, performance will suffer but it may at least get rid of the green pixels
 
what does a shot video card look like while playing a game? i just tried playing tiger 2004 and turned the game all the way up settings-wise, and there are all kinds of 3d lines with the actual graphics...maybe video card shot?
 
yeah, the video card is probably shot -- I was just suggesting that by lowering the memory/core frequencies, it may still be usable to an extent ---- depends what you can live with
