Need help testing power supply

Just bought an Antec PP412X power supply to replace the 300W'er I've been running my system on. Switched everything over, turned on the power, no post. Using an Epox 8KHA+ w/1400 Athlon. Board reports a C1 error - memory problem. Ten hours later trying everything known to mankind to get system to boot, I RMA'ed the board. The strange thing is the system worked perfectly before changing out the ps. After looking closely, I noticed one of the large capacitors near the CPU socket has some yellow residue on the top. Maybe the capacitor poped?

New board in on the way but now I'm worried that maybe this new Antec ps took out the board.

So how do I test the power supply? I've got the pin-out diagram for the connectors but how do I get the supply to start-up?

Any and all suggestions welcome.

Thanks for the link! Just what I needed:)

The no load voltages look good so hopefully the supply is ok. I was worried that maybe one of the 3.3 V pins was at 5 V by mistake.
