need help picking out a cooling system

I building a new computer in a few weeks and I need a little help picking out my cooling system and maybe a power supply

I'm building a dual athlon maching with

a Tyan Thunder K7 dual athlon mother board
2 athlon MP 2000+ @ 1.67 GHz
4 512 MB of DDR ram
1 xtasy Geforce 4 TI 4600
1 Plextor 40/12/40X cd burner
1 dvd rom haven't decided on whitch one yet
2 120 GB Western Digital harddrives IDE for now
haven't decided if I should go scsi or ide yet
1 40 GB Western Digital harddrive ide
1Sound Blaster Audigy Platinum sound card

I think thats everything that needs to be said about keeping it cool but I don't want my computer sounding like a jet plane taking off every time I turn it on and if you could recomend a power supply too that would be great

any input will be greatly appreciated

Do you have a case picked out yet? If not I'd recommend the Antec sx 1000 series (or chenming, cheiftec,etc., theyre all the same case). Just put 4 panaflo L1a's in there and you'll get good case cooling with barely noticable noise. As for heatsinks, are you planning on overclocking? If yes then get a Thermalrighth AX-7, Alpha 8045, or swiftech mcx-462. All three use 80mm fans so they'll be quieter. If your not planning on overclocking and want something cheap and quiet get the GC-68. I don't know much about powering a dual-proc. system, but from what i've heard pc power and cooling has very good and quiet power supplies, although they are very expensive. The new Antec series power supplies are also supposed to be pretty quiet. Hope this helps. Nice system btw.

I was going to reply with a long-winded post about the best heatsinks, cases and power supplies, but chopstxxx said everything I was going to. :)
