Need Help Optimizing my X850XT PE

My system specs are listed in my sig. I consistently get around 40 fps when playing CS:S and there are a few people around. I was expecting super smooth play. I prefer to play @ 1280x1024 with AA/AF. I had tried to switch AA/AF lower and off but that minimum 40 fps occurs nonetheless. I don't think my VGA is the bottleneck but perhaps there are settings that I should consider? I am running catalyst 5.6 since 5.8 screws up GTA:SA.
 
my refresh rate is 70Hz on the samsung monitor I am using. I have V-sync on since it seems to smooth out gameplay a bit. I am more concerned about the fps I get (38-40ish) when the action gets hot.
 
It seems to be fine for GTA:SA. There is no noticible lag for the most part.
I don't have any other games on me atm. I am more concerned about the performance on CS:S.

Like are there specific 3d settings I should avoid?
 
Well your card is a top 3 in the graphic card market so you SHOULDN'T be worried about eye candy...that is why you paid like 4xxx sumthin dollars...it's prbly some driver problems experiement around
 
Disable truform if its enabled.

Also run 3dmark to see if that score stacks up with the rest of the world.
