Need help on my palit gtx 260

i have questions about why my gfx is running at PCI-E 8x isntead of PCI-E 2.0 @ 16x

i have a biostar TA790GX motherboard which supposedly supports PCI-E 2.0

and my graphics card is Palit GTX 260 SOnic

You have to use the paddle card (dummy card) that came with the board.
