Need Help: New P4 System Fails to Boot

Alright, same old story, building a new computer and having problems. Specifically, the system is very choosy about when it wants to boot. Sometimes it cold boots, sometimes it doesn't, it never restarts properly (Shutdown>Restart from Windows or Ctrl+Alt+Del from DOS).

The symptoms:

On Power On / Restart...
Lights turn on (power, CD, Floppy),
Fans spin up,
No display,
No beeps,
Lots of cursing


Hardware rundown:

Pentium 4 3 Ghz
Intel D875PBZ Motheroard (875 Chipset... yes, I flashed to the newest BIOS)
2 x 521 MB Mushkin PC3200 Level II
Ati Radeon 9600 XT
Creative SB Audigy
Western Digital 74 GB SATA 10,000 rpm
Liteon CD-RW/DVD
Enermax 350W PSU


It seems like a motherboard problem to me, but hell, what do I know? I havn't fixed the problem yet.

Try building it outside of the case first, so you eliminate grounding problems. You can also try 1 piece of memory at a time, DDR fails a lot. I've also had IRQ problems with my audigy 2 and radeon 9600 pro. Had to move the sound card around to find a free irq.
