I feel your pain. I also got a refurb case missing rails from Newegg (Aspire "Alien" similar to yours). I was able to buy some off a friend. Unfortunately that means both of us barely have enough for our own cases, so we can't spare any. That's the drawback with refurb stuff from Newegg. They're pretty clear in stating that you shouldn't expect anything other than the part itself, regardless of how essential it is.
I also got an Aopen A600A refurb case. It was missing all the drive bay covers. I'm starting to NOT like getting refurbs from Newegg. Sure, price is great, but too many missing parts and too many faulty parts. Had a Pixelview GFFX5900 die after 2 days use. Had an Abit BH7 work fine... except no Windows install would detect the AGP video card and various PCI cards properly (display properties would say "Default monitor on ____" so I returned it). I have a refurb Epox EP-8RDA motherboard that has very crackly audio. Have gotten DOA MSI KM266 chipset motherboard (returned), DOA MX400 video card (returned), unstable Shuttle AV18E motherboard, DOA Shuttle SN45 (returned), Shuttle SS51G with dead AGP slot, flakey Abit GF4 Ti4200, various motherboards missing ATX ports plate, Geil PC3500 1GB dual channel kit that is flakey, Geil PC3200 Golden Dragon 1GB dual channel kit with one DOA module (returned), the list goes on.
Newegg used to give 30 days warranty on refurb, but sometime last year was reduced to 15 days. They do make good on the warranty so I'm only out the return shipping... however I sometimes don't know about the flaws in that time except for obvious DOA parts. Counting DOA parts, flakey parts, parts missing "essential" items (like drive rails and DVI adaptors and not counting cables, ATX port plates, case face plates), parts with short lifespan, partly working parts (like bad audio on motherboard) and slightly damaged parts (mostly cases), I think about 1/3 of the stuff I've gotten from Newegg refurb has been a waste of my time and money. However, I don't hold it against Newegg that sometimes I have been unable to find out about a faulty part until after the 15 day warranty period.
Out of the rest of the 2/3 of good stuff, the low price is worth it. Dunno, a trade-off. If I can catch all the bad parts within the 15 days warranty I'd be better off.
I have bought quite a lot of stuff and have come to some conclusions. I've gotten probably well over a dozen refurb hard drives. All have been perfect (except for WD stamping a blue "REFURBISHED" on the label, hehe). I do NOT have good luck with motherboards, probably finding at least half of them to exhibit major flaws if not outright DOA. Cases have had minor flaws but some are missing essential parts. Barebones are fairly mixed with about 1/3 out of 8 or 9 Shuttle systems having problems. I've had some problematic video cards (especially missing parts such as VIVO breakout boxes) but probably less than 1/4 counting missing stuff. Not counting missing stuff, probably 10% (yah, I've purchased many, many, many refurb video cards). RAM? Not counting Geil brand (2/3 failure rate out of three separate 1GB kits) all has been fine. Optical drives, probably a 1/4 failure rate. All power supplies have been fine.
