Need help making loops out of mp3 music

I would like to cut a part of an mp3 and sample a 15 second loop for a web page...Any idea what software/shareware I should use?

Convert it to a wave, then use any sound editing program (I use cool edit pro, 2000 is free though). After you are done, convert it back!
