need help installing Radeon x850 XT

I uninstalled my nvidia geforce 6600 GT just fine, used drivercleaner also. I installed my new Radeon card, boots up but the windows loading screen has artifacts all over. later on after i install the new catalyst drivers, i cant get back into windows without safe mode. anyone know what may be causing these artifacts as well as the other problems? i just went and bought a new 350W power supply, which is recommended over my old 300W.
 
Not sure what is causing the weird stuff but its normal for them to display 2 in the control panel. If you right click on my computer and then properties then hardware profile you'll see two under display adapters as well.
 
different drivers, still same problem. even on the memcheck screen theres artifacts. should i have this replaced?
 
What kind of 350 watt power supply did you buy? Also, does your card have the 6 pin power connector and if so, does your new power supply have this connector as well or are you using an adaptor? The X850XT can suck up a lot of power, if you have a cheap power supply that can't supply enough amps on the single 12 volt rail (if it doesn't have separate rails) then this could be your problem.
 
Yes....one thing to check: is the GPU fan spinning? If not, ensure the fan power connector is secured to the card properly.

Otherwise, sounds like a bad card.
 
Ok, my question is, could it be the 350 Watts isnt enough to power it? I have a seasonic 350W PSU that I would like to use, is this a good one?

Thing is, the problem is even worse than the picture shows. When I load up WoW it looks like a scrambled TV channel.
