You need an Ivy Bridge CPU to get PCIe 3.0. But the difference between PCIe 2.0 and 3.0 for you is 0-1%.

The ASRock pro3 is essential the same (correct me if I'm wrong) and a little bit less. Doesn't have optical output.

Are you located in America?

The x16 is handled by the CPU. And your CPU is PCIe 2.0. So nomatter what motherboard you buy it will be 2.0.

And no, performance wise there is no difference for single graphic card setups.

You need to be running like two 680s/two 7970s for PCI-E to have a difference and even then it's like a 3-5% difference.
