need help identifying who owns an IP address.

someone recently charged about $150 on a friends credit card but they used my email address as the contact info.
so far all I can figure out is they placed the order from 65.125.82.35.
b/c I am gettign the order confirmation emails.

the only place that has his credit card info and my email is his webhost. that way if there is a problem they can email me (he not a computer geek)
I'm thinking maybe they got hacked.?
