could be, but it isn't cheap/light foam. It is pretty thick rubber.

Some type of foam packing material for something like a printer or printer replacement parts.

Looks like a desk insert. Essentially you slice the slots in the circles to run cables through. Some of our network cabinets at work have a similar setup.
