Need help from Sci-Fi fans

Can anyone tell me the title and/or author, of a book whose story goes like this?

Several planets are given the ability, by a superior race, to elevate one species of the native creatures on their home planet to sentience. Humans pick dolphins I believe, but also start developing gorillas or monkeys, which is against the rules.

This is all I remember from what a friend told me about seven years ago. Any help would be appreciated.

I know what book you are talking about, I read it about 10 years ago. It sounds an awful lot lake David Brin's Uplift trillogy.

Edit: The snynopsis of the books in the series make it seem like they are not it...

It is the Uplift series. The conflict came because there was no apparent benefactor that uplifted humans.
