need help finding tv tuner software

A while back at a computer show in Greensboro, NC, a vendor was selling TV-Tuner cards for $7. no software or drivers, he said you have to look up the FCC number and find them. So we figured we'd give it a shot, it was only $7. I've looked everywhere and can't find anything on this card. I think the guy knew no one could get the software, or why would he be selling perfectly good TV-Tuner cards for $7? As these vendors travel around, I figure one of you may have bought this same card and have had better luck. So here's all I can get off of the card:

On the metal tuner, it's Philips with
3139 147 13251D#
F11236 Mk2/PH

The two chips on it both say philips

A sticker on the back has:
PMT-NSP02A
FWTV610001157

I was going to try and find on on www.packardbell.com but you have to create a log on name to get to the driver section and well I didn't feel like it 🙂. I hope that helps.
