Need help finding a Quiet, Cheap PSU.

Friend of mine is looking for a "Quiet" PSU that doesn't cost much (less than $100)

Anyone suggest some "silent" or very close to silent PSUs?

300W should cover it.

when you mean "cheap" you mean REALLY cheap right??
if you want silent, seasonic with a 12cm fan, cant get much better than that.... however it will cost you more than $30
 
I just bought a SEASONIC S12-430 ATX12V 430W Power Supply from Newegg after a lot of research. Not sure if my reasons match yours, but I wanted a quiet, efficient PS that could drive a decent gaming system (24 pin).

The Seasonics rate highly at silent PC Review. see recommendations here.

The PS is the quietest I have ever owned. I like the connection that intelligently drives my other system fans.

The Super Tornado 300/350W sounds like just the ticket for you (cheap, damn quiet). The S12 models are the newer, higher-power version of the same thing.
