Need help enoding video..

I have a mpg video, ripped from a dvd that is abt 30 min and spans 1.3GB. I need to reduce the file size to abt 600-650 MB, so that it should be viewable on TV when burned as a VCD.. I need help soon guys..

Your burning software should allow you to select VCD as an output. What app are you using?
