need help (did I fry my mobo or CPU???)

Okay, so I did something stupid (I guess). After updating vista my computer hung up on the stupid "step 3 of 3 configuring updates" screen for around 5 minutes (it showed 100%). So I held down the power button to turn it off and restart it. When I go to restart it, the PC turns on for a couple of seconds and then turns off and keeps doing this.

I unhooked everything from the mobo except the main power cord, no problems.
Put in the CPU without connecting the HSF or the CPU power cord (4-pin), no problems.
Changed out my PSU to a known working one and connected the CPU power cord (4-pin), then I get the restart loop again.

So my question is....

Is this a mobo problem or a CPU problem?

The CPU does not look burnt and I don't believe there could have been a short in the mobo anywhere. I tried resetting the CMOS, but I am not sure if it even reset or if it did it didn't fix it. Please help!!!!
 
So, an OS update failed and you're checking CPU/Motherboard/PSU and BIOS??????
This is not a hardware issue.
Do a repair install of the OS or just reinstall the OS.
 
I would try and reinstall my OS if I could get the computer started!!!

The PC doesn't even boot up, it stays on for a couple of seconds and then shuts off. It continues to loop like this and will not post anything on the screen. So yes, it is a hardware issue until proven otherwise. I have changed out PSU's, but no luck. I have tried to boot from my Vista disc, but no luck b/c the computer doesn't even get that far (it shuts down before it even reads the DVD drive).
