Need help deleting a toolbar.

I got this toolbar from some where and now everytime i open 'my computer' or IE i see this toolbar called 'search toolbar'.
I unchecked it from the view---> toolbars----> (uncheck the search toolbar). And 'lock the toolbars' is also checked.
But it still appears everytime i open IE.
So how can i permenently delete this toolbar??

is this the ISTbar ? I had to get rid of it 2 days ago... but it was my fault... I clicked on a suspicious EXE that was supposed to be something else. I love tempting fate. And I thought NAV would catch it when I executed a "virus"... which should include spyware. I mean, it detects spyware when you run a full system scan, I've come to learn...
