Need help creating a Win98se boot disk for the Toshiba Portege 7020CT

Tried booting to the Win98se CD but it says I don't have a hard drive or the driver for it. It's been so long since I've done this with Win98. Someone please help! TIA

Couple things, first...
Does the Protege have a floppy drive? If not, do you have a CD burner and Nero handy? What version of Nero?
