turbo boost is a technology that enables the processor to run above its base operation frequency
like your 3470 has a 3.2ghz, when you need highest performace its increase to 3.6ghz
you can't manually active it, it's auto on itself when you needed a boost

as far as I know its also known as "dynamic overclocking"

You shouldn't have to do anything, turbo will happen automatically however be aware that windows will not show the turbo speed and will always report it as a 3.2ghz chip. Also the chip will only hit its max turbo frequency when running on 1 or 2 cores and will hit 3.5ghz on 3 cores and 3.4ghz with all 4 cores active.

I'm not familiar with MSI BIOS/UEFI, but there's probably an option to enable/disable TurboBoost in there. I would think that by default TurboBoost should be enabled, but might be worth the time to double-check the setting.
