Need HELP controlling IRQs in Win2k!!!!!!

I just installed Win2k on my new computer that I just built. I had Win98 on it for a little while before I switched over. I can't seem to get everything to work in Win2k. It seems everything is on IRQ 11. I have read the FAQ on Win2k IRQ settings and supposedly this is normal, but its causing problems for me. First, my video, sound, modem, and lan card are all on IRQ 11. There might even be more. The FAQ said that 9 and 11 are IRQs used for steering with virtual IRQs or something. Here are the problems:
1. Modem won't work. I uninstall it and reinstall it and it goes to IRQ 7. I try to dial and it doesn't work (might be wrong driver). When I restart my computer, it moves to IRQ 11 and when I try to dial I get a blue screen that says error and resets the computer because I'm guessing its conflicting with the video card.
2. Video freezes after a while of gaming. I was playing Black and White and after about a half hour or hour the video completely froze. The sound was still going but I couldn't do anything. I still got the background music but I couldn't get out of the game (or save it for that matter). I've tried to get the sound off of IRQ 11 (this might be the problem) but I can't change it.
