Need help - Can't ping myself from other computer on the Internet w/ cable modem connection

I am using TimeWarner RoadRunner Cable Modem service. Just installed the Apache server. Everything looks fine if I access Apache internally, like from the same coputer or other computer in my local private network. However, when I gave my ip address to my friends and ask them to test it out, they couldn't access my web server, nor can they ping me. Does anyone know what could possibly be the problem?

I have a win2000 connected to cable modem, software like icq works fine. I also have winroute running on the computer that does not have any port filtering setting. My ip address hasn't change since I installed the service.

Any advice would be helpful, thank you.
