Hi im new to pc gaming and im on a tight budget of $200 and need a decent pc for gaming hopefully games like gta and csgo. Also will need some tips on how to put it together.

I do have to say a $200 PC budget is pretty small. You're in the used/pre built budget range not so sure you can build one with that budget. OEM Windows is $80 alone.
