Need help asap on older HP desktop

I replaced the psu in the computer about 6 months ago for a friend. It worked perfectly when I gave it back to them. They haven't used it for 4 months and now it starts up and goes throughstartup and at the blue HP screen it restarts. It will do this over and over forever.

It's an older HP 512n pavilion w/ 1.4 celeron, 128mb, 60gb.

I told them to jsut get a new computer but I wanna at least see if I could fix it for them beofre they go ahead and dump all this money into a new one. Any help would be appreciated! Thanks guys!
 
now I tried to boot it up in safe mode and it got to mup.sys and froze and has been sitting there for about 15 minutes now...

 
Did you check the fans and the case interior? Clean out all the dust, make sure the fans are spinning at 100% speed and reseat everything connected to the mobo.

did that already. I think I'm just going to have to fdisk everything and start all over again while keeping my fingers crossed.
