Need help applying thermal paste to T-bird

Should I put it all over the chip, including die, just around the edges, or should i apply it to the bottom of the heatsink???
 
Apply a thin layer on the center, where it is green or blue only, where the name and serial number are. Also you can put some on the heatsink if you want but everything is a thin layer, not a thick layer.
