We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. You can probably copy and paste from another program if you've got it typed in there. Otherwise I'd expect you'd need to know the keyboard commands to type it in. If you don't know how to type in chinese if you have indesign or illustrator thier glyphs palette will show you every character in the font and you can click on them to type them into the document. Could copy and paste from there into premiere.
Not 100% sure if premiere actually supports foreign characters and open type fonts but I'm going to guess that it just but doesn't have any eays way to enter them like photoshop.
