Need Graphics Card for General use

I currently have a GTX 560 Ti that I want to sell since I no longer game (I can use the cash more than the card) so I'll be needing a used, general purpose card that's quiet (silent?). Asus VW246H 24" LCD panel for use @ 1920 x1080P

Internet, Multimedia (DVD movies), KWorld USB TV stick

I'd lie the LCD to update very fast, snappy, not be sluggish or tear when I scroll on a webpage.

Not sure what exactly youre looking for here but, any video card down to a $10AR 5450 or GT 520 would work for "general purpose". Just find something passively cooled maybe and youre set. Even IGP graphics would be fine for everything you just listed there so.... Get an i5 CPU with IGP and youd have silent solution that fits the bill.

I haven't see sluggish or screen tearing on anything in years, modern integrated graphics are plenty for what your listing, so any cheap card would do.
