need general assictance building a old pc

Hello evereyone i'm new to the site i'm 21 yrs old and took computer tech in High school. I'm recentlly recived a computer, its a Blaster PC By Empac it has 2 512 GB hard drives and 2 500 Mb memory chips in it with a new motherboard and new netgear internet card my issue i built the thing from the ground up after it recentlly suffered a lightning strike dropped 400 dollars in parts on it and odds and ends om it and the thing turns on a beeps like a screaming cat no screen show up any advice. Also i have a dell 9100 runing XP im in the process of upgradeing the hardware to make compatable for windows 8 but it is saying i have a card cage disk fan fauilure i went through the whole thing with a volt meter ad no issues is there somthing i missed hit me up

Usually motherboards give a series of beeps, depending on what brand of BIOS they use (Award, AMI, etc)

Do a Google search on the number of beeps you hear, and that should give you some ideas as to the probl.
