Well first of all, I really do like this game, it feels a lot like Burnout games, if they were more 'realistic'. No over the top crashes, but you have NOS (boost in Burnout), points for things like jumps, close calls, and whatnot, and of course the cars are all painfully fast.

Here are my issues. I am running it on the system in my sig, which in my opinion a fairly powerful system with regards to this game, especially since I am only running it at 1280*1024 (best monitor I have on hand right now). When going through races, especially longer ones, it will stop to load the next section, I am just trying to figure out why. The game doesn't seem to be using all my available RAM so I was wondering if anyone knew of a config file that I could modify the game so it would use more RAM so as to avoid the loading mid race.

My next thing is less of an issue since I have been getting along just fine, but I would like to use my PS3 DualShock 3 on my PC as the controller for the game, however nothing I have tried has worked. Is this something to do with my running Windows 7 64 Beta 7000? If I reinstalled the game in Vista 64 would the controller drivers still work, or am I SOL if running a 64bit OS?

The game runs really crappy on PC. It was built for consoles and not properly optimized for PC. They probably just got it to run and said, OK good enough, because the performance is terrible.

I haven't noticed any performance issues beyond the loading thing. I would get it for my PS3 directly, but the PC version was half the price IIRC. PS3 for $60, or PC for $30... hrm, that's a tricky one :)
