need fix for old wallpapered ceiling

Hi everyone:
i live in an old flat, which has wallpapered ceilings. There is an area where the paper has let go at a seam, and the pieces are slowly sagging down. I can't simply push it back up as it's brittle as hell. Do I need to steam it to soften it? If I do, how will any glue then work? Or, what could I cover the area with ? Landlord is doing the usual, "yeah, I'll get to it".

i totally agree, but it is what it is, I was told they sometimes did that back then.

webdave, thanks for the link, I hope this works on a ceiling as well as a wall, this stuff is old, brittle and covered in 3 or 4 layers or paint.
