need fish tank help

my wife got a small tank with a beta a few weeks ago, now the water is starting to look nasty. what's involved in cleaning the tank/changing the water? it looks like it's a 1/2 gallon or less.
 
Aquaman is a major fish head.
You need to let your water sit out overnight, or use a water conditioner to take out the chlorine.
Straight tap water will kill your fish in a heartbeat.
Also, your woman is feeding her fish way too much. The water is going bad because the fish isn't eating all the food and it's spoiling the water.
Just two or three or those little tiny floating flakes a couple times a day is more than enough.
Tell her to only feed as much as it will immediately eat.

Nah, she's feeding it enough. It's tiny pellets instead of flakes, I think 4 in the morning, 3 at night, and the fish eats them all immediantly.

"change the water moron"? what are you, 2 years old? I don't want to kill the fish, I just want to know what the proper way is. I figured tap water would kill him and I didn't want to just dump it out and put straight water in.
