Need Digi Cam Advice.

Sister needs a new camera, she has 4 specifications:

1) Small/Slim
2) Good Battery Life
3) Fast flash after pressing 'action'
4) 3.0+ MP

Needs to be an upgrade from her current Minolta Dimage XT.

~$300. Any suggestions?
 
1. is less than 1" small enough?
2. how many shots with/without flash?
3. how fast should the flash be released?
4. must it be new or will mint-condition almost brand new cut it?

1. <1" in width? Yes.
2. With flash, doesnt matter, additional memory will most likely be bought.
3. Flash should be released 'fast enough'... on click, no more than 2 seconds after. Prefrably <1 second
4. Brand new.
