Looking to replace a dying card, not ready to upgrade yet. I was using a loaner ti4600 from a friend , and the fan just gave up.

Im looking to spend under 100, willing to go used

what;s my best bet? a used 9800 pro? something new?

I was looking at same parameters recently (AGP, willing to go used, under $100) and ended up with 6600GT card. 9800 Pro was another likely choice in that class.

I would shoot for the 9800xt or a comparable 6600. Either card I think you'll be happy with the results.

That loaner was a fast card for its day, faster than just about anything now available new for less than $100. A 9600 XT would be about as fast, would add Dx9, and can be found for $100-$110 or so. The bang for bucks mid range champ has been the 6600GT at anywhere from $135 to $155 or so.

New, if you actually settle for what "Budget" amounts to, the best sub-$100 card is the 128 Bit Geforce 6200 (twice as good as its 64 Bit "TC" cousin), which beats a 9600 Pro by a hair, although the current pricing of the 9600 Pro makes it more of a bargain ($80-85).

I used every price comparison engine that I could find, and never found any 6600GT at less than $130, and that was actually 150 less a $20 MIR. I bought a Radeon 9800XT instead, for $110 shipped.

P.S. I've never needed a "fast" VGA card, since I never liked action games at all similar to arcade stuff, and the FPS type so dominant today is not to my liking. But for some reason, a CRPG named Elder Scroll III: Oblivion is publishing VGA regquirements that seem pretty steep to me.

Well, the OP said he is willing to go used. Here is Newegg's refurb one for $110 shipped (OOS now, but it comes in and out of stock).

Jaton 6600GT

And if you search completed auctions on Ebay, I see them starting for $77 shipped. Yes, used, of course, and this is not a typical selling price - they usually do sell over $100. Still, it can be found for under $100 if you put some time into hunting them.
