Need another program that will convert MPEG1 to MPEG2

I have a video that is mpeg1 and when I burn it as a VCD, it won't play on my DVD player because it's mpeg2. My program tells me that I might get an error if I try using mpeg1, so I need to convert it to mpeg2. Thanks!
 
It's most likely that your dvd player can't play vcd's. VCS is MPEG1 and SVCD is MEPG2. TEMPeg is free yes but it doesn't include the mpeg2 codec anymore.

So which is it? Is it mpeg1 or mpeg2? You think it's mpeg1 but your software thinks it's mpeg2? Or you're sure it's mpeg1 but your dvd player only plays mpeg2? Or you initially thought that it was mpeg1 and burnt it as a vcd but it's really mpeg2?

If it's already mpeg2 then obviously no conversion is needed. All you have to do is burn it as a svcd instead of vcd. If it's definitely mpeg1 and you need to convert it to mpeg2 and burn it as a svcd then you can use Nero and its svcd plugin (not free though). check http://www.vcdhelp.com for more software options.
