Need an Upgrade from a Dell 1907FP?

I have an aging Dell Ultra-sharp 1907FP (Circa. 2004) and I want to upgrade to at least a 23" LCD for under or about $200 I was thinking about the Asus VH236H but I am open to all options out there.
Also whats a good LCD VESA Mount
I would want to immediately replace the factory stand as it sucks (Or so I heard and the same as with most newer monitors) I want a tilt and swiveling stand.
