Need an international calling card

So I need to call someone in Italy. I am in Ohio. I grabbed a $.05/min calling card but when I tried to make the call it said I only had 16 min. I should have had 100min. (I paid $5 for the card) Im guessing the .05/min was the rate for calls inside the US.

Anyone know of an inexpencive way to call overseas (something less than $.25/min).

skype wont work because they dont have internet acess except for on campus

The person you are calling does not need internet access. Only you do if you use SkypeOut.
