Im looking to build my wife a Pc, she surfs the web, some office stuff and uses photoshop to edit photos she takes,(part time Photographer) here is what I have come up with my budget is <600 w/ a monitor please feel free to make suggestions on what can be imporved...

You can't really mess around with that budget, but perhaps get a second hand CRT instead, colour quality would be better and it'd be much cheaper. You will need a decent PSU, nothing special 300-350W would be plenty (and leave room for upgrades) but the rosewill's bundled PSU is crap.
