Neither is a particularly good device (for what it's worth, PCP&C, and lots of others, are selling what looks like the same as the Antec). At best they will allow you to power up a switching PSU w/o needing to connect to a mobo and tell you whether a voltage is present on each line, plus give you a rough idea whether the voltages are within acceptable limits - I don't think they test the negative voltages either.
. They don't put an appreciable load on the PSU so you really won't know how it's doing under load. I've built my own dummy loads to do that and I use a DVM to measure voltages. You still won't know about ripple and noise without using a pretty good O'scope. All depends on how far you're willing to go.
. Considering how cheap even good brands of PSU have gotten, just replace the darn thing if you're the least bit concerned about yours.
