Keep this in mind when formulating the advice: We're not going for dream systems here, just something to get the job done. If I can salvage anything: GREAT! Technically money is a non-issue but the cheaper the better. Also, thank you for any help :D It is much appreciated.

Little brother A's system:

Specs AFAIK(I should know, I built it. It's been a while though):

Althon XP 1600+
256MB Mushkin PC-2400 (256MBx1 stick)
MSI KT3 Ultra mobo
Gainward GF4 Ti4200 w/64MB ram
Onboard audio
7200rpm 60GB IBM HD
52x AOpen CD-Rom
Evercase $25 steel case, very loud. Clearly audible from 50+ feet, at close range(15ft radius) it can be heard over the TV.
300Watt Enermax power supply

Used for:

Gaming, mostly FPS(Counter-Strike, Battlefield 1942, Halo, etc.)
Listening to music
Minor photo editing

Needs to be able to:

Play HL2 at reasonable frame rates @ 1024x768 max/near max detail. AA/AF doesn't matter as he probably won't use it.

He's a hardcore FPS player so frame rate matters. We are already getting him an ANtec SLK3700 BQE so no need for a case.

Little brother B's system

Specs AFAIK(I hate this computer, I never should have advised him to get it, pre-built Micron PC):

1ghz Athlon T-bird
256MB Micron PC-2100 (128MBx2 sticks)
Unknown mobo, one of the first to support DDR memory.
Unknown GF2 GTS w/ 64MB
SB Live! Value
Unknown 7200rpm 40GB HD
POS Micron custom case (2x 5.25 bays; 3x 3.5 bays, 1 of which is hidden) w/ Unknown power supply

Used for:

Gaming, mostly rpgs and strategy games but also the occasional FPS(CS , Battlefield 1942, Halo, etc)
Listening to music
DLing tons of cr@p and never deleting it

Needs to be able to:

Run, thats it...well almost
Run HL2, doesn't have to be high detail and can be at 800x600
Store a decent amount of stuff

He plays this one, IMO cr@ptacular, 2d RPG almost constantly. If his system were better he'd play brother A in FPSs more often, but as it is he's lucky his computer even runs. I don't want to have to upgrade this thing for a while.

Again, big thanks for your help. :)

For computer A, I'd say either go cheap and get the $48 after rebate Shuttle board or the $100 Abit NF7-S (which is very feature packed).
I'd also get a different drive from the IBM drive since usually, the best value drives are sized from about 80GB to 160GB.
Oh, and you can get two separate drives for DVD and CD-RW.

If you're really concerned with noise, look into some Thermalright SLK-900 family heatsinks and some Panaflo 80mm to 92mm fans to quiet things down.

Good ideas but a few things:
1. B is gonna b!tch that he got hand me downs unless I get him at least a few new parts.
2. That Evercase is gone no matter what.
3. I forgot to list the drives in B's system: 8x4x32x CD-RW and an 8x DVD drive
4. I'm not selling any of this stuff, I may use some of the parts to upgrade my system and the rest is gonna go into a media computer or a start on a cluster.

I'll assume WinXP for OS.

System A
minimalist
at least 256mb more of ram
the Ti4200 might be sufficient for decent HL2 performance, but someone else will undoubtedly chime in if I'm wrong. :D
as for the noise, you might want to check out a store(online or local) that has a lot of modding parts. You can get silicon gel gaskets that fit between case fans/cases and between the power supply/case, these should cut down on the noise fairly well. I suspect your max power supply might be the cause of most of the noise though(I have an older 350 watt Enermax that is very noisy). You could also get some Dynamat from a Car Audio shop.

medium upgrade
I dunno that mobo, but it probably can take any TBred cpu up the 2600+(or whatever the top 266 TBred was/is)
256mb more ram
Radeon 9600Pro
new case or use various sound deadening materials
bigger/quieter power supply(if you go for a bigger cpu or the 9600 Pro you may need a new power supply anyway)

System B

Scrap it, duplicate System A. ;) Or, scrap it and make Syestem A System B. IOW, not much salvageable.

$40 shipped when in stock with lights. oooh lights!

Well "little" is such a relative term; B is 17 and A is 15.

I was thinking about getting this:

2 x Antec SLK3700 BQE
2 x 512MB PC2700 Crucial memory
2 x Barton 2500+
2 x Shuttle AN35N-Ultra
2 x Lite On Black 48x24x48x16 Combo Drives

Total Shipped from Newegg.com ~$785

This way they would have matching systems for the most part and I could leave the video cards/HDs up to them as they have the money to get what they want.

Why not wait till the release of HL2? By then we'll gen the 2nd gen of DX9 cards which will probably play HL2 at the framrates he desires.

There is a holiday fast approaching, around here we call it Christmas. Usually people receive gifts on this joyous day. Maybe you should try it...;) :D

Besides, I don't want their system to be better than mine, thats why I'm upgrading their's now and mine next summer.

It would have taken two mins max to read. It's not a lot of info, it's just spaced out. Done with finals bump.

EDIT: I fixed the spelling of taken and in reply to the below post: Oh, that figures. Why can't they just keeping the neffing in OT? It would make life so much easier.
