Need Advice on tv tuner...

Hello,
I want to get a tv tuner for my computer. I have searched and searched for reviews on tv tuners, and I have narrowed down my decision to the Phoebe TV Master and the Pinnacle TV PCI card. I would like to know which card, of all of the tv tuners out there, is the best? Please keep in mind that I will NOT be doing any recording with my card. i simply want my card to watch tv while i surf the web and do my work. To me, the only two important factors are picture quality of live tv and the stability of the drivers/software. Excellent Live tv picture qualilty is certainly the most important feature to me. If anyone has any feedback, please post their thoughts here. Thanks!!

I got a pinnacle pctv and the picture quality is very good, stability-wise its ok though I seem to have some issue, whether its software or os(winme) I'm not sure yet as I've had it for a week, usually hangs when I'm watching tv and opening sandra.
