Need advice on OCR software

1. Need to scan documents in, edit document/create additional text

2. Need to export document to .pdf format.

3. Looking for low cost, does not have to be an Adobe product (does other OCR software export to .pdf?

for all the hoo-haa about OCR software in this day and age i am very disappointed in how much hassle both OPP 10 and even Textbridge Pro have with docs containing blanks lines etc [forms to fill n].
Abby Finereader Pro did a much better job
