Going to be overclocking a 2.4C to at least 3ghz hopefully. I'm wondering if an SK-7 + 80mm ys-tech will do the job, or if i need to rob a bank and get a slk-800/900 combo. thanks

Use the retail, it works fine. :) My roommate's 2.4C is at 3GHz and going strong. People have been using the retail P4 heatsinks for a long time now for quite decent overclocks. Just as a warning, if you get an Abit IC7 and see horribly high temps, it's normal and you should find the other threads about it. :)

I'd get an Antec Aeroflow or a Coolermaster Aero7/Aero7+. These 2 are the best of the best, CPU-cooling wise, IMHO.:)

SK7 will work pretty well but I would go with the best and highest rated HS....SLK800/SLK900.

yeah, the best is the SLK-U 800 for the P4. Will definately save you some degrees
