My OCZ PSU is by no means noisy, I can just barely hear it. And the Noctua NF-P12 fans are the quietest fans available, even with a total of 6 in my system all together you can't hear them at all, the PSU fan is still louder. Unfortunately in the summer I need the extra fans.
But with the extra fans all turned off and the side panel on you can't hear any fans unless you put your ear within a couple feet of the case, and I still can't hear the GTX fan until it's >60%.
Even if I crank the fan to 100% is is not an annoying noise, there is no whining, clicking, grinding or any bad noises, it just gets louder. That's why I'm wondering if you do have a bad fan or something because the noise made by the GTX fan really shouldn't bother you.
In order to do any better you will need to wait for a third party cooling solution.
