Need help picking RAM for a new high performance but budget based system. Best "bang for the buck" sort of concept.

Will have 6700k and GTX 1070 that I plan to OC.

Would DDR4 memory like the following suffice or do I need to ramp it up? Don't know what timings, etc are best and need help.

Would something like this be much faster?

16GB G.Skill DDR4 Trident Z 3866Mhz PC4-30900 CL18 (18-22-22-42) 1.35V Quad Channel Kit (4x4GB)

In benchmarks? Yes! In video encoding? Likely. In gaming? Maybe, a little, but not much faster, unless you SLI for 4K or something. You didn't mention what you're planning to do with this system.

I tend to suggest getting the fastest 1.2V RAM you can, DDR4-2800. Other people seem to like DDR4-3200.

Timings don't matter that much, and are overall proportional to clock speed. So at 3866MHz CAS 18 is like CAS 10 at 2166MHz.

Edit: One thing I forgot, what's your motherboard? Only a Z board can run RAM faster than 2166.

System is for gaming - specifically for flight simulation at 1440p. I'm waiting for next gen to go Occulus Rift and/or 4k monitor. Yes, Mobo will be Z type - probably ASUS Pro (or better bang for the OC buck if one exists)...

<<3866MHz CAS 18 is like CAS 10 at 2166MHz>>

Definitely don't understand CAS relationships WRT MHz clock... The way this looks is like "if your timings are relatively slow, you need a faster clock to make up for it."...

3200 has been a sweet spot for price/perf ratios, as it's marginally (or not at all) more expensive than 2800 (depending on brand/type) and there's a pretty big jump to the next one up.

I'm running g.skill 3200 tridentz and couldn't be happier.

ram speed helps cpu performance in programs that overflow the cpu cache
cpu benchmarks typically dont show this as there small and fit in the cache but yes ram specific benchmarks do show big gains
video encoding is typically a small benefit from what i have seen
gaming can be a large benefit (similar to overclocking the cpu) if the game is cpu limited but just about any game at 4k will be gpu limited so going to 4k will reduce the difference faster ram makes vs 1080p
load times and file compression (7zip) can see a decent gain from faster ram

to run high speed kits you need a good mb most cheaper mb have a 4 layer pcb and struggle to run more than a single 4g stick much over 3200mhz
i have a kit of this in a maximus viii gene overclocked to 6700K @4.7/4.6 1.376-1.4v---3866Mhz-C16-16-16-34-2T----1.425v---SA 1.25v---IO 1.2v
G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Desktop Memory Model F4-3200C14D-16GVK $119.99

if the budget is needed elsewhere (gpu) it may be better value to get a cheap 2x8g 3000c15\3200c16 kit with a cheaper mb
