Need Advice On Cheap Card

I'm going to put together a P67 computer with a ASRock Fatal1ty P67 Performance board just for cruising around on the internet. The board has one PCI Express 2.0 x16 slot which I need to put a video card in. I just need to know which card would be good budget card and run's s cool.
GeeksCom has a bunch of cheap cards but I do not which one would be the wise choice.
I like ATI but anything that is a good cheap card will do.

Just curious as to why the HD 6450 would be better then the HD 5450 just for cruising on the internet. I am video card ignorant on this issue so forgive me if it's a dumb question.
 
The guts of the 6450 is newer and a little faster. Its about the same speed as Intel's integrated graphics of the SandyBridge/IB generation eg HD2000/3000. So if all you need something to watch videos and browsing, you'd be better off sticking with the integrated gpu and saving $40.

The HD6450 is much better at handling HD video then the HD5450. The 6450 has UVD3 vs UVD2 in the 5450.

Sheesh, I can't believe that my other machine with a 3770K which has HD4000 which I'm using is better then the card I want to buy for the Internet machine I'm going to put together.
The Mobo I'm buying isn't equipped to use the 2500K intergrated graphics so I need a Pcie card.
 
Well moving forward the small cheap HD playback cards will probably die out completely, integrated is accelerating at a really fast pace. Pretty soon anything less then a 100$ card will be a waste.
 
Yea as said the 6450 has UVD3 vs UVD2 in the 5450. Also the 6450 has 160cores to the 80 in the 5450.

So the 6450 is best IMO for what you are doing.
 
Second the 6450 if the price is the same. If the 5450 is significantly cheaper, you can go with it. Newer card usually (Fermi was the exception) means newer architecture, lower power draw, less heat, and longer driver support.

Where did you get the wattage ratings at? 31 seems high for the 6450. The 6540 with DDR5 for anandtechs review rates the 6450 at 27watts. DDR3 uses less power so say 23-25watts for DDR3 version.

I think its worth it as the wattage is at full Mhz, gaming or other high usage. The 6540's UVD3 will offload some work from the CPU while watching videos so that will help as well.
