need advice on case and cooling

I'm looking for a new case and cooling devices... but I want to keep everything quiet. Currently I have a mid tower case and 1 harddrive heat sink and fan for my 60gb. Problem is, it's noisy. Is that a problem I am bound to have with hard drive fans (as it provides another opening for sound to travel out)?

I was thinking I needed a tall tower to encase my cdr, scsi cdrom, and 3 hdd's. My processor is a p3 700 512sdram. I don't overclock, but I still prefer to keep my system cool. So how do i provide cooling but still keep my system quiet?
