Need advice on a Windows tablet

I'm looking for a Windows tablet powerful enough to run either an Android emulator or apps, but I'm not sure what to look for in terms of RAM and CPU. The Surface 3 or 4 is my first choice, but it's out of my budget. The XPS 12 looks like a possible contender, thats really the only one I've found in my budget that seems to be close to the power of a Surface.

So for you Windows tablet users, can you share your experience about the device you use?

How does the M3 compare to the I series?
 
I've run Bluestacks on my Dell Venue 8 Pro without any issue. I'd imagine any quad-core atom with 2GB should do the job.

I guess further I'd ask... Is running an Android emulator or apps the main thing you're purchasing for? There are a ton of great Android tablets under $200.
 
Knowing what it is out of your budget is useful. Not as useful as actually knowing what your budget is but still useful none the less. 😉

Make sure you are able to return it no questions asked if you dont like the performance. Because I'm betting you wont. Bluestacks just isnt quite there yet, and I wonder if it ever will be.
 
The only Windows tablet I would buy is the Surface Pro 4, but it's way out of my price range. That said, why not run down a good Android tablet. I still think my 2013 Nexus 7 is the best choice I could have made for what I needed, and I really don't know what I would replace it with. My wife has the Samsung Galaxy Tab 4 and loves it.
 
Pick up the Dell 8" tablet, I forget the model. I loved it for the short time I used it before switching to the Surface Book.
