need advice on a new build

hey pals, i was hoping i could get some input on a potential new build. my little sister spends a ridiculous amount of time playing violent murder simulators, but her murder simulating machine is starting to show its age -- it's a bit over two years old, and it was mid-range when i bought it.

her birthday is coming up, so i figured i'd buy her a new murder simulator, but i'm in no better financial condition than i was last time around. so without further adieu, going down the list in the sticky:

this machine is going to be used for gaming.

this machine has a budget of around $400.

the parts for this machine will be purchased in the US.

i strongly prefer AMD processors, and (usually) western digital hard drives, but budget constraints have led me to make some compromises.

i don't plan on reusing any parts.

i've searched for similar threads and found little.

i have no intention of overclocking.

that being said, i hope nobody is going to want to flay me alive for linking to the parts as i foudn them on newegg, since it makes it a lot easier to look at the specs all in one spot. here:
